Can You Downgrade iOS?

Here's the background for the need to downgrade:
Last September my son, who has an iPhone 4 (not 4S), bought new Dodge Challenger. At some point he upgraded the iPhone to iOS 5.0. Then, early this year he had a Dodge bluetooth "hands-free" system installed in his car, at a cost of $500, by the dealer. After struggling for some time trying to get it to work he discovered from the dealer (and had confirmed by Dodge) that the Dodge vehicle software would no longer work with iOS 5.
Dodge promised that they were fixing the software, and a couple of months ago they did release a new version to dealers. Unfortunately, the new version only works with the premium version of their system, not the basic version in my son's car. They are (or at least may be) working on a version for his system.
In view of all the uncertainty, and since he has very few apps on the phone, my son is interested in moving the version of iOS on his iPhone from 5.0 back to the previous version (not sure what it was). The questions are, can this be done, where can he get that version and how would he go about making the change? Apple support only lists for download upgrades to move forward to newer versions, not complete versions or downgrades.
Can anyone here help with this?

Jeeze I thought things like this happened only to me! I'd sue the dodge dealer for a non-functioning Bluetooth handsfree and ask him to return my money.

Can the iPhone 4 scan those little boxes that you see in magazines? I am talking about the little square that you get when you print out your boarding pass that you can then scan when you get to the airport to avoid the lineups.
They are everywhere now and I wonder if I can scan them with the iPhone or the iPad.

They are called QR Codes. There are a lot of apps to read them in the app
store.

Yes. You are referring to QR Coded. Look for QR Scanners.
