Perhaps try ebay and buy an older iworks disc version would work as well?

Here's an iworks (08) that should work and is currently at 9 bucks. I am not the seller.

I am afraid that I don't see what Apple's recommendation for an "optimal" system for running iCloud has to do with *purchasing* Pages through the Mac App Store.

Your wife can set up a free iCloud account with her Windows computer.

She can also download a Windows version of Safari.

She can also download the iCloud Control Panel for Windows.

There are likely more automatic ways to do this with bookmarks but she
can export her FireFox bookmarks to a form/file that Safari for Windows
can import and then with the iCloud sync it will automatically sync to
iPhone's Safari bookmarks.

She will need to create a free iCloud (for Windows) email address and
add that email address to her iPhone Mail accounts. She doesn't have
to use that iCloud email address if she doesn't want - it can just be
used for the sync of phone to iCloud to Mac and/or Windows.

Thanks all for the suggestions. I finally used Daly's suggestion and got that to work. My wife didn't have iTunes installed and was using Firefox on her PC, so I had to install both programs, but it synced the bookmarks fine once I imported them into safari. Now that it is set up, she can sync bookmarks whenever she wants. I'll try to get her to use safari on her PC so I don't have to manually export and import from Firefox to safari every time, but no big deal either way. She isn't a power user and isn't that active in saving bookmarks.

iPhone, or sync her calendars and contacts?

Others have enumerated ways that selecting and dealing with selections of text, graphics, icons, etc. are similar and/or different on the PC and the Mac.

One thing that always drives me bananas whenever I must work on a PC is a convention that the Mac has had forever that the PC never adopted. I have no idea why.

If you want to select some text, or lines of text, and (no matter where your selection starts) you're selecting up to the end of what's on your page (er..., monitor), on the Mac you can click once at the beginning, hold down the shift key, then click a second time anywhere AFTER the last item on the page, and the computer will make the correct selection.

However, on the PC, if you do that, the end of your selection will be somewhere WITHIN the last line of text, aligned with the horizontal position of the cursor when you click your mouse the second time. BRAIN DEAD, yet it's survived now for almost 30 years as a difference between the two systems. I cannot imagine the difference is because Microsoft worried about "copying" the Mac interface. No one heard of "Command-V, Command-C, Command-X, Command-Z, Command-A" before the Mac, and Microsoft had no reservations whatsoever about mimicking them all. It's almost as if they DID, at some point, agree among themselves that if they were going to steal the Mac's user interface they had to make it work just not quite as well as it did on the Mac...
