iTunes will not recognize iPod. I have closed iTunes and rebooted it as well as
disconnect and reconnect the iPod and the iPod still does not show up on the
left side of the iTunes screen so I can sync it. Ihave even used a different
cable. Any guidance on what to do?

Have you tried rebooting the iPod? Here is a link to the five Rs

Am looking for a good weather alert app. I have the general ones,
WeatherBug, Weather Underground, etc.
What I would like to add is one that will alert me to specific weather
events. NOAA Weather Radio, or Storm Center perhaps? These are paid apps
so would like some feedback.
This would be for the iPod Touch so would be limited to when I am
within wifi range. But next year an iPhone may be added to my gear.

I use this on my iPhone:
My-Cast Weather Radar by Garmin DCI
https://itunes.apple.com/us/app/my-cast-weather-radar/id348779486?mt=8
It should work just fine on your Touch. The basic app is free, you can buy either a year's worth ($9.99) or 3 months ($2.99) of premium alerts.
