My search turned up some info, but have not found the answer:

If you create a "To Do" in Mail by right-clicking an email and the mail account is POP, you get your full list of iCal calendars to match to the To Do item, unless the account is IMAP. Then your only option is "Mail To Do" which is a special "calendar" which does not appear in iCal.

The problem seem to go backaways. One workaround is to move the mail from the IMAP folder to "On My Mac" and then make the To Do, I'd rather turn this off completely if possible.

This problem affects OS 10.7 and below it appears, but is now obsolete in 10.8 since Mt. Lion has removed To Do's from Mail.
