I have a TV program mp4 which can be viewed in iTunes but will not transfer to
either my iPod or iPad. Anyone have suggestions on how to get this to
transfer? I have converted the file to avi as well as wma format and
reconverted it back to MP4 format but still cannot get the file to transfer.
Suggestions appreciated!

Have you tried converting it using iTunes?

I was not aware that iTunes could be used to convert movies in other formats to
formats iTunes can transfer for iPods/iPads. How do I locate that function in
iTunes?

In iTunes 10 there was an advanced menu between store and help that allowed you to create versions for iPod, iPad, iPhone, or Apple TV. That menu is gone in iTunes 11 I see now.

I've used Speedmp3 to download music. I got it free from
Giveawayoftheday, although it usually costs $29.95.
