Or, if you did this several OS versions ago and then migrated to a later
Mac/OS, that setting is preserved, so I never had to find a "special" way
to access this folder when I jumped from 10.5 to 10.8.

Reboot and hold Apple+R. Open the disk utility and repair your Hard Drive.
If this does not correct the situation, reinstall OSX Mountain Lion. It's easy. Just takes some time. In The repair mode, REINSTALL.

If this does not solve your issues, then a phone call to the iTunes store may have to be made as the store does not recognize your account.

Try downloading the CD to your desktop rather than importing the CD. Once it's on your desktop dump it into iTunes. It's an extra step, but it preclude the problem you are having. It does for me, anyway.

Yes, Apple has finite hardware base, but Windows has a infinite base. All working Apple systems work with stock configurations, without the need to check bios or reinstall the OS.

So no correction is needed.
