That is unnecessarily complicated! No need for signing in & out of user
profiles on the computer.
iTunes can keep it straight about what goes on which device (I have 6, all
different). Just be sure to give each one a name you can identify with that
device so *you* don't get confused.
When you hook up a device, you'll see its name in the panel on the left. Go
through each of the tabs in the big right area and select what you want on
that device. It will not affect what goes on other devices.
You do not need to check/uncheck every time you sync a different device. You
only need to change checkmarks if you want to change what is to go on (or
off) the device that you have selected from the left-panel-area (you can
have more than one device hooked up at once and yes, iTunes can keep them
straight even while syncing both at the same time!)
As I said, I have 6 devices and no trouble with any of them not getting
loaded with what I want on each (as long as I pay attention to what I
select!) The *only* times I have to check & uncheck things is when I want to
make changes on a particular device when I sync *that* device. Those changes
do *not* affect any other device that I may hook up then or later.
Short answer to original question:
Yes. When you hook up the shuffle, just be sure to select not to sync music
or videos or pictures or whatever & just to sync podcasts. You can also
choose to sync only selected podcasts or playlists.

My advice would to use two different user profiles on your computer. One for
movies music or whatnot. The other Profile user used for adding podcasts to
your shuffle.
This will make it less stressful than having to uncheck all the files you
dont want on the shuffle each time that it is synced. And vice versa when
you want to sync your music and other files.
