Silent mode means when you type or play games, there will be no sound.
However, alarms and alerts can still be heard.
(2)
There is another way besides powering off to stop alarms sounding.

I have an iPhone 4.
First I use the volume button to decrease the sound to its lowest point.
Then, I slide the silent bar down so the red shows.
Now I can see messages, texts, alerts and incoming calls; but they make
no audible sound.
When I want sound again, first, I slide the silent bar up to cover the red;
then I use the volume button to turn up the sound.
I have never had my iPhone sound during church or during meetings or
during private conversations since I've been doing this.
I can hold the iPhone in my hand so people can see it, but they won't hear it.
I like this method better than powering off because this way
I can access notes, search the internet or respond to an alert from
Words with Friends during meetings without making a sound,

then is: Is "power off" the absolute safest mode to make sure the
phone DOES NOTHING no matter what alarms/alerts are turned on?

My alarm annoyance I think developed in iOS5. The snooze button is now tiny. It used to be large enough that I could at least fumble around and find it in the middle of the phone. It's difficult to find now when emerging from deep slumber. And if there happens to be a notification on the homescreen, it blocks the snooze button from being accessed (at least when your faculties are less than 100%). Thus, if I absolutely can't afford to oversleep I'm forced to set multiple alarms since I can't guarantee snooze will work correctly.

Bonnie, just alarms are audible in silent mode. Alerts are felt through vibration but not heard. Unless, you have found a way to make alerts override the silent feature.

1) Yes, I turned the volume all the way down on my 3gs and you can JUST barely hear the alarm. So this might be a 2nd decent option - silence + NO volume.
2) Seems like a "silent" button should be "silent" and not silent EXCEPT for alarms. I'm not a complete newbie to the phone, I didn't know, the poor guy at the concert didn't know, and I bet ALOT of other people don't know too! (Live and learn :-))

The silence + NO volume technique is definitely born out of Live and
learn for me. Also out of Live and learn is to lower the sound before
sliding to silent.
