I think it is a hardware issue. Perform a back up to your computer, then first try a Reset and if that does not work then do a Restore. Look on the Apple site for how.
They generally don't do repairs at AT&T or Apple, just replacements and you will need the back up to put your stuff back on it.

If your phone was 3gs and you had got it upgraded to ios4 whenever you restorefactory settings it will sure reload 3gs,Apple hasd permitted to upgrade any apple phone to ios5.1
,why dont you get it upgraded to ios5.1,I had iphone 4 and I have already upgraded to ios5.1.from an expert who had the facility to do that.However you can do it by yourself if you have faster download speed on your computer,from the internet ,you can synchronise your phone on itunes,click on on the icone of your phone,you will find the option for upgrading,download the software and then apply.Your phone sure shall get upgraded.But before you do that you have to save your data on Disk "F" or transfer it to USB drive.Hope it solves your problem.

Sorry to have to ask, but I did a restore on my iPad2, that restore from backup.
The problem is that almost a the apps are there, but they say waiting, not installed.
When I look at iTunes it shows some of the folders, and most of the apps my them selfs.
What I'm I doing wrong????

Did you sync after the restore?

I have used MANY, including most of the Jawbones, which are quite good, but my favorite, by far, is the Bose Bluetooth Headset Series 2. The sound quality is excellent, it is the most comfortable (but you still know it is there) and it is easy to answer calls, the button is on the top so you are not mashing it into your ear when you try to answer, like I find you do somewhat with the Jawbones.
When I don't need bluetooth, I use a wonderful Sennheiser wired headset with an adapter for the iPhone.
