Clark by two separate account did you mean two iTunes library? Can I download a second iTunes when one already exists ? Reason I want separate is because I don't want similar apps on my iPad that I have on my iPhone

I meant two user accounts under Mac OS. Each one would have it's own iTunes setup. You would only need one copy of the iTunes Application.

I think you should be able to do what you want using just a single user account and a single Apple ID. Buying an app (whether it costs money or not) is one step in the process while installing it on an iPhone or iPad is a separate step. So you should be able to buy an app and only install it on the device you

Much, MUCH simpler than you realize!

You don't need 2 computers.
You don't need 2 instances of iTunes.
You don't need 2 distinct iTunes libraries.
You don't even need 2 Apple ID's.

You set iTunes to NOT sync a device automatically when it is connected.
When the device IS connected, you pick and choose in iTunes what you want to sync with whichever device is connected.

This is actually my norm: iPhone (first 3G, then 3GS, then 4, now 4S) and iPad (1) both sync'd to the same account on the same Macbook Pro. Audio podcasts go on the iPhone; video podcasts go on the iPad; music is on the iPhone; movies are on the iPad; some Apps are on both, some are only on the iPhone, some are only on the iPad.

Have friends with 2 4s' and they can't send or receive pic messages. Verizon solution was a hardware patch which made it worse intermittent before all the time now.

I started with VZ, then went to Pacific Bell. When SBC bought Pacific Bell, they also bought a cell service which I don't know the name of. SBC changed the name of the cell service to Cingular from Pacific Bell. When SBC bought out AT&T cell service, Cingular changed names to AT&T. I've been with them that long LOL I've had good service with AT&T so far except in a few areas. I'm thinking of switching back to VZ because I seem to be in the few areas I have not so good AT&T reception more and more.

I don't consider throttling unreasonable for extra heavy use people who do it consistently. It's the throttling of those who have heavy usage once in awhile that bothers me. It's also the idea that they throttle when you get "close" to your tiered limit or close to 2GB for unlimited use. Fair is throttling those who consistently are high users and those that consistently go over their tiered plan. I don't like that AT&T won't say what the top 5% is. When you call and complain about being throttled, they say I've reached the top 5%. What's that? 5% of what?
