I use the myAT&T app or make calls to carrier codes:
To find out the current billing period's data and messaging (texting) usage for AT&T, make a call to *3282# (spells DATA) on your phone, then you will receive a text message about your usage. Similarly, *646# (spells MIN) will send a text about your minutes. Of course this has to be done from the phone you want to check, so if you need to know about other phones on your account, make the call from those phones, or use the myAT&T app, which shows current usage for data, messaging, and minutes, and is accessible using VoiceOver.
There are different codes for Verizon and other carriers, so check with your carrier if you don't have AT&T.

iPhone 4 down to 10% battery. Screen went black. Assumed just hungry. Plugged it in at home. Still black won't turn on. Before she goes to Verizon - something else to try?

My previous 3GS would do that occasionally. How long did you leave it plugged in?
Try doing hard-reset, and hold buttons for a bit. It might take 30 seconds, but it could kick on then...
Good luck!

Did you press menu and power at the same time? That worked for me before.

Try a different charger if you can, it could be that the charger is bad.

App store has an old email address that no longer exists. On the computers, I have been able to change it, but I can't seem to do it on 4s. Settings/Store has the correct info. Signed out and signed in. What am I missing?

You must be trying to update an app that has been downloaded using a different Apple ID. Delete that app and re-download it using your Apple ID. I hope it's a free app.
