Actually I found the answer. My internet provider doesn't allow tethering unless my plan includes 1gig data. Right now I only have 500megs data in my plan. That's bs as far as I'm concerned, but I don't really need a data plan for my iPad, since I turn off the roaming feature on my iPhone anyway when I travel. There are enough wifi hotspots everywhere so I'll be all right.
