Hi, I have a second generation iPod touch. I've just upgraded to Lion and will be buying an iPad in a month or so. Evidently my Touch will not be able to use iCloud. So if I set up iCloud to work with the new iPad will the Touch still be able to sync via iTunes?

Yes. Wired, physical sync is still available to all iOS devices and all iPods.

How hard is it to replace the screen on the touch and where is the best place to buy a new one?

It's not possible as far as I know.
